Job DescriptionSalary:
Pherson is seeking a knowledgeable and culturally adept TrainingSpecialist on a contract basis with Locally Employed Staff (LES) experience to support the Defense Security Cooperation University (DSCU) in anticipation of a potential contract award expected to start September 2025. This part time role provides critical instructional and operational insight from the perspective of LES personnel supporting Security Cooperation Organizations (SCOs).
The ideal candidate will have extensive embassy experience and a strong understanding of SCO operations, cross-cultural engagement, and administrative processes. Responsibilities may include instructional support, course development, student mentoring, and facilitation of practical exercises. This is a part-time, as-needed position expected to provide support approximately 10 times annually (onsite work with standard work hours, Monday-Friday).

Key Responsibilities:
- Maintain course documentation and student records in accordance with accreditation standards and DSCU/DSI published guidance.
- Support course evaluation and curriculum revisions; assist in identifying curriculum gaps and propose necessary changes IAW DSI processes.
- Collaborate with DSCA and other governmental organizations to align and integrate program instruction, maintaining currency and relevancy of content.
- Collaborate with DSCA and other governmental organizations to facilitate student engagements, guest speakers, faculty development opportunities, and identification of topics of mutual concern to DSCU/DSI.
- Assist in planning and execution of training practical exercises for DSI students.
- Provide subject matter expertise and instruction on topics related to SCO operations from an LES perspective; cross-cultural competency; office administration; partner nation engagement, etc.
- Provide subject matter expertise and instructional support to other programs supported by DSI, as requested (e.g., Defense Adviser Course).
- Provide student support, mentoring, counseling, performance support/coaching, assessment, feedback, communications, and reach back, documenting as required.
- Support the DSI Director, Deputy Directors, Division Chiefs, and course managers in addressing student-related issues.
- Maintain awareness of and comply with DSCA SCW Certification 2.0 efforts.
- Support other DSI administrative and logistical tasks related to DSI and DSCU.
Qualifications:
- Minimum Bachelors degree from an accredited institution.
- Minimum of ten (10) years of experience as a Locally Employed Staff position with minimum of 3 years experience related to SCO operations and competencies in a U.S. Embassy related to Security Cooperation.
