Description: This is a professional management-level position that supervises Instructional Support staff and ensures child care providers meet programmatic contract requirements related to child development, child screenings, child assessments, and other early intervention-related work in the School Readiness (SR) Program. Work involves providing coaching, mentoring, and technical assistance to private providers, issuing non-compliance letters, and supporting various projects as needed.

Position is primarily focused on managing other people. Position requires expertise and knowledge in specialized functions or business areas that can be used to develop efficient and innovative ways to accomplish the organization’s business strategies.

May assist children in the Coalition offices, at Coalition sponsored events, and at childcare centers that are contracted with the Coalition.

  • Manages, provides guidance to, and reviews the work of a team of staff in order to accomplish operational plans and results
  • Assigns and communicates daily activities and deadlines to staff
  • Oversees specific programmatic aspects of SR provider contracts related to child growth and development, child screenings, child assessment, or other early intervention related work, as assigned, ensuring compliance with state requirements; assists with similar responsibilities/duties in VPK as needed or requested
  • Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data for trend analysis and regulatory reporting
  • Provides coaching, mentoring, technical assistance, and training to Coalition staff, providers, parents/families, or other community partners
  • Coordinates projects, implements programs, and tracks progress, ensuring staff adherence to job duties and program requirements
  • Manages administrative tasks, including scheduling, discipline, and coordination with staff for compliance monitoring
  • Communicates with providers ensuring compliance with contractual and instructional requirements
  • Leads quality initiatives/programs as assigned, contributes to newsletters and social media posts, and monitors children’s development and health capacities
  • Obtains and maintains certification in research-based program and child assessment tools; serves as a lead/trainer for Coalition-approved computer programs related to specific screening/assessment tools or other related tools in SR and/or VPK
  • Conducts program assessments and facilitates related trainings, as requested
  • Represents the Coalition professionally at various events
  • Coordinates data reports, agency meetings, and outreach events as required
  • Coordinates communications with providers, addressing non-compliance concerns and assisting with programmatic requirements
  • Participates in VPK and SR rule workshops, statewide calls, and other relevant meetings

Supervisory Responsibilities:

  • Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
  • Assesses and monitors workload; identifies opportunities for improvement and implements changes
  • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to identify improvements; implements discipline procedures per established policies, procedures, and executive guidance
  • Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary

This position must be available to work flexible schedules, including occasional weekend/evenings as required. A valid Florida driver’s license, availability of an automobile during work hours, and the ability to travel locally, regionally, or statewide for site visits, training and other job-related activities and functions are required.

Must have or be able to obtain and maintain certification in research-based child and program assessment tools.

Education Required:

Bachelor’s degree in Early Childhood Education, Child Development or related field.

Additional Requirements:

Five (5) years of experience in early childhood education, including at least two (2) years of supervisory experience.

The position requires in-depth knowledge of VPK and SR program requirements. Early childhood experience with knowledge of child growth and development (including social/emotional and behavioral health), appropriate use of classroom management and child discipline techniques, curriculum implementation, early learning screening and assessment tools, and highly effective instruction. Understands state-mandated reporting obligations and adheres to confidentiality policies and laws.

Ability to lead and manage staff in providing quality services to the community, compliance with State mandated requirements, and Coalition policies and procedures. Outcome driven, result oriented, exceptional customer service, multitasking abilities, creativity, energy, and independent work are essential. Creating a positive culture among employees while promoting teamwork and accountability is also essential.

Preferred Qualifications:

  • Knowledge, training and experience working with screening and assessment tools designed for early childhood (birth to five)
  • Experience working as a program assessor, technical assistance specialist and/or early childhood mentor/coach/trainer preferred.
  • Prior experience with state approved data systems.

Physical, Environmental, and Sensory Requirements:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Tasks may involve extended periods of time at a keyboard or workstation and periods of time standing and/or walking.

Tasks are regularly performed inside without exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

Some tasks require ability to operate, activate, use, prepare, inspect, detect, and/or position objects. Some tasks require the ability to perceive and discriminate between cues or signals. Some tasks require the ability to communicate effectively.
