Job Title: Principal Program Manager, IT Investment Management
Location: Oakland, CA (Hybrid, 4 days/week onsite)
Duration: 12+ months (likely extension)
Summary:
We are seeking a Principal Program Manager to lead IT investment management and portfolio governance for a large enterprise technology organization. This role is responsible for prioritizing significant technology investments across the enterprise, driving portfolio planning, regulatory alignment, financial oversight, and strategic execution of IT programs. The successful candidate will provide executive-level insights, risk analysis, and operational governance to ensure technology investments deliver measurable outcomes.
Key Responsibilities:
Manage day-to-day planning, prioritization, and oversight of enterprise-level technology portfolios.
Oversee budgeting, forecasting, and reporting processes; ensure accuracy and predictability of financial and operational metrics.
Support centralization and organization of data sets/systems to deliver cross-functional insights.
Lead portfolio risk assessment and mitigation strategies aligned with business and regulatory priorities.
Provide executive-level reporting and presentations on portfolio health, financial performance, and strategic alignment.
Drive integrated regulatory planning efforts, supporting IT’s role in key regulatory processes.
Liaise with Finance, IT, and business units to ensure alignment of investment strategies with enterprise goals.
Ensure compliance with regulatory, financial, and governance standards.
Develop and manage KPIs to track portfolio performance and program efficiency.
Champion cost reduction and productivity initiatives through effective investment planning.
Build strong relationships across IT, Finance, and business units to facilitate collaboration.
Lead and motivate teams; ensure appropriate resource allocation and career development support.
Develop and manage department budgets, monitor variances, and provide justification for budget decisions.
Required Qualifications:
Bachelor’s degree in Business, IT, or related field (Master’s preferred).
10+ years of program management, portfolio governance, and financial management experience.
PMP certification (required).
Lean Six Sigma certification (required).
Utility industry experience (preferred).
Regulatory background with experience supporting rate case or similar regulatory processes.
Strong leadership and people development skills.
Expertise in portfolio financial modeling, forecasting, and reporting.
Proficient in Excel, PowerPoint, and data visualization/reporting tools.
Experience managing large budgets and technology portfolios at enterprise scale.
Strong communication skills with the ability to engage executive leadership.
Demonstrated ability to manage ambiguity and drive strategic outcomes in complex environments.
