West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY / PURPOSE OF POSITION
The Principal Environment Regulatory Specialist is primarily responsible for implementing and overseeing environmental compliance programs and environmental compliance requirements as imposed by the DOE and other federal, state or local regulatory agencies. Generally: providing leadership on the more complex, technically difficult projects or programs that impact the environment with responsibility for developing Site or Project compliance strategy; performing as a high-level liaison within the Company and with regulators; planning, scheduling, and executing programs; provides overall technical expertise demonstrating a high degree of judgment, and leadership in the field.
REQUIREMENTS/SPECIFICATIONS
Education/Experience:
- BA/BS in Engineering, Natural Sciences, or related science fields
- Minimum of ten (10) years of directly related professional experience in the field of specialization with progressive levels of responsibility coupled with measured success.
- Proven ability to read and interpret statutes, regulations and policies
Preferred Qualifications:
- Experience in remediation, site cleanup, or waste management site.
- General knowledge of environmental compliance requirements and regulations.
- Knowledge and experience in surface and storm water compliance programs.

Must possess mastery knowledge of regulatory theories, principles, techniques, policies, regulations, and legal requirements Must be able to anticipate, identify and resolve a wide variety of complex issues. Normally receives assignments in terms of desired objectives and left to independent selection of methods, procedures, and approach to solution of the problems to be solved in accomplishing the defined objectives.

Must be able to perform broad and intensive practices to establish concepts, theories, or programs, or to resolve complex problems. Must possess mastery knowledge of industry specific software applications.
Must be able to interface with individuals or groups from inside and outside of the organization, senior management, as well as high-ranking officials from outside the organization. Provide regulatory, DOE compliance, and technical direction and guidance to department and Company engineers, operators, and other personnel on regulatory issues relating to environmental compliance issues or concerns. Negotiate, along with DOE counterparts and Company management, with regulators to establish appropriate levels of environmental compliance and reporting.
Must be able to justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance to practices and procedures.
MAJOR RESPONSIBILITIES/DUTIES/TASKS
- Maintain a safe and healthy work environment by following established safe work practices and procedures; investigating and reporting identified safety concerns or situations.
- Implement standards contained in the Company "Code of Ethics and Business Conduct," Company EEO practices, and DOE directives.
- Ensure compliance with DOE, other federal, state, and local environmental regulations and requirements by developing plans and objectives which provide for Project conformance; develop assessments for conducting oversight of programs to ensure conformance; and develop communications paths within the Project and with regulators to formulate solutions to regulatory problems and to share solutions with other DOE projects.
- Develop program (e.g., NEPA, Environmental Monitoring, RCRA) multi-year and annual objectives by analyzing regulatory needs; collaborating with customer and senior management.
- Negotiate and execute agreements and permits with regulatory agencies and execute agreements and permits with regulatory agencies and oversight organizations consistent with project plans and strategies.
- Oversees the timely and accurate preparation and submittal of reports, plans, permit applications, etc. to federal and state agencies, as directed. Directs the development, implementation and evaluation of work such as the preparation of designs, plans, estimates and specifications of environmental projects within their area of expertise. Develop and achieve financial objectives by developing program budget; scheduling and ensuring approval of expenditures; analyzing variances; recommending corrective actions.
- Control program performance by developing changes to program objectives and plans and related schedules.
- Support department staffing of program activities by providing input to the department manager on recruiting, selecting, orienting, and training personnel; or in assigning responsibilities; make recommendations concerning contractor and subcontractor labor.
- Participates in the planning, development and implementation of department strategic goals and objectives.
- Report on program or project status by ensuring the collection, analysis, and summarization of information and trends.
- Maintain regulatory database and records keeping by conforming to established information and data requirements; supporting data retention capability initiatives to meet required needs.
- Keeps informed of changes and updates to state and federal environmental laws and regulations, reporting requirements, and technology enhancements and informs management of those changes.
- Maintain personal professional and regulatory and technical knowledge by attendance in education workshops; review of professional publications; participation in information exchange networks, working groups, committees, and professional societies.
- Serves as a resource and provides technical advice and feedback to managers, senior management, the Company President, and Company customers by conducting formal and informal communications; providing presentations periodically; participating in forums for briefings to Project personnel.
- Contribute to team effort by accomplishing related results as needed.
- Regular attendance is required.
Performs professional level support activities in one or more of the following functional areas of environmental compliance.
Air Programs
- Responsible for the completion of radiological and non-radiological air emissions programs and evaluation and reporting of environmental data (including dose estimates to the public).
- Radiological National Emissions Standards for Hazardous Air Pollutants (NESHAP) emission evaluation including prospective dose assessments to determine if NESHAP permitting or monitoring requirements are required for planned project activities.
New York State Pollutant Discharge Elimination System (SPDES) Programs
- Ensure compliance with appropriate regulatory and permit requirements of the WVDP SPDES Permit including wastewater and storm water discharges.
- Responsible for meteorological monitoring.
Resource Conservation and Recovery Act (RCRA) Programs
- Responsible for management, data reduction and evaluation, and reporting of environmental monitoring and sampling, data, development and implementation of RCRA Corrective Measures programs and providing other support as needed to the Regulatory Strategy Program.
Environmental Monitoring
- Responsible for the coordination and completion of radiological and non-radiological air, groundwater, surface water and surface water discharges, and other monitoring and sampling as required.
- Coordinates sample preparation and shipment, data reduction, entry into electronic information and management systems, and sample reporting and documentation.
- Responsible for conducting programs to implement environmental requirements as directed by the DOE and other federal, state or local regulatory agencies.
Environmental Compliance
- Prepares regulatory and environmental compliance documents, reports, and permit applications.
- Directs the field activities and on-site analytical services.
- Conducts data validation.
- Conducts GIS mapping, data reduction and evaluation, and data trending.
