Position Summary
Reporting to the Manager of Training Services, the Training Services Specialist will deliver training programs designed to equip individuals with the skills needed for in-demand occupations. The Training Services Specialist will collaborate with internal teams, external partners, and training providers to ensure the effective delivery of programs while maintaining compliance with funding guidelines and policies. Additionally, The Training Services Specialist will maintain the Eligible Training Provider List (ETPL), ensuring it includes high-quality training options that benefit both job seekers and employers.
Essential Functions
- Coordinate Workforce Innovation and Opportunity Act (WIOA) training opportunities, focusing on Classroom-Based Training such as Contracted Education Training (CET) and Eligible Training Provider List (ETPL) programs.
- Collaborate with training institutions and providers to create programs that lead to employment in high-demand occupations.
- Conduct comprehensive site visits to assess and evaluate training providers, ensuring compliance with WIOA standards and best practices in training delivery.
- Serve as the local ETPL Coordinator, ensuring adherence to the State of California ETPL policy and promptly responding to directives.
- Review San Diego County-based training providers for inclusion on the State ETPL in CalJOBS, ensuring adherence to State policy.
- Collaborate with ETPL training providers annually to apply for continued eligibility at both State and local levels.
- Ensure that customer and provider needs are addressed by including training programs that are in high demand.
- Support providers and staff with ETPL inquiries pertaining to initial and continued eligibility, access to CalJOBS, and data entry.
- Maintain the local ETPL list across Salesforce, CalJOBS, and Lightcast/Career Coach, ensuring it reflects current training programs.
- Educate training providers about WIOA training programs and maintain updated local policies, FAQs, and website information.
- Partner with the Manager of Training Services to ensure equitable distribution of funds across San Diego County and sectors, aiming for 100% spending on CET, ITA, and ATA by year-end.
- Collaborate with the Manager of Training Services to assess expenditures and update internal procedures as per funder guidelines.
- Utilize DOMO and CalJOBS to track and monitor ETPL performance metrics.
- Escalate any issues or concerns related to ETPL providers or programs to the Manager of Training Services.
- Collaborate with the Business and Community Relations team to secure job leads for trainee completers and the Client Services teams to ensure smooth delivery of services.
- Collaborate with IT teams to maintain reporting systems and dashboards.
- Work with Sector Initiative to identify training opportunities.
- Attend required ETPL training sessions and meetings, facilitating effective communication with the State ETPL Coordinator.
- Perform other related duties as assigned.
Fundamental Job Requirements
- Bachelor’s degree in business, communications social science or related field.
- One to two (1-2) years’ experience supporting program implementation.
- Strong understanding of how individuals learn and how to best facilitate their learning.
- Strong communication, written, verbal, and presentation skills.
- Ability to build effective relationships with teammates, stakeholders, and partner organizations.
- Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.
Desired Requirements
- Experience with the in-demand occupations for San Diego County.
- Experience with WIOA Training Programs and/or ETPL.
- CalJOBS and Salesforce experience.

Compensation for this position ranges from $30.36-$43.98.
In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
