JOB SUMMARY:
The Executive Director functions as the Chief Executive Officer and oversees the operation of the entire organization including the central corporate structure to support implementation of a wide variety of services throughout Oswego County and ensures compliance with a multiplicity of regulatory and funding source requirements. Responsible for instilling the Agency’s mission to the entire OCO workforce, community of volunteers and the Board of Directors. Ensures sound systems are in place for provision of services across agency departments are provided with a strength based, person centered approach that provides Oswego County residents access to services that support a person’s path to self-sufficiency.
Oversees budgets comprised of millions of dollars representing funding from federal and state grants, fee for services, local sources and donations and ensures proper accounting of revenues and expenditures. In partnership with the Board of Directors, leads the Agency in strategic planning and, oversees the overall growth and stability of the organization from all aspects with particular attention to community relations, visibility, planning and supervision of core management positions.
Carries out all responsibilities within Agency policies, and applicable federal, state, and local regulations of programs, Consolidated Fiscal Report, and labor laws.
JOB DUTIES AND RESPONSIBILITIES:
GENERAL
-
- Leads and directs the Agency in accomplishing its mission and vision through strategic and business planning.
- Acts as the spokesperson on behalf of the Agency for all external stakeholders and in the event of an emergent issue or crisis situations.
BOARD
-
- Develops a strong partnership with the board to assure effective governance of the agency including the development and implementation of Board policies.
- Oversees the activities of Board standing committees; attends standing committee and Board meetings.
- Assures compliance with governance requirements as it relates to the agency’s status as a Community Action Agency.
SUPERVISORY
-
- Provides direct supervision to the Sr. Administrators: Deputy Executive Director, Sr. Director of Finance, HR Director, Manager of Audit and Quality Assurance, Promotion and Development Coordinator, Executive Administrative Manager and Director of Operations; has indirect oversight of all Agency employees.
- Facilitates regular meetings with Sr. administrative staff individually, and in a group setting, to promote the development of systems and policies to improve service delivery and agency management.
RELATIONS

- Provides leadership in community visibility, stewardship, decision making, conflict resolution and team building.
- Provides leadership to assure effective working relationships with the Board of Directors, staff, partner agencies, network organizations, elected officials and funding sources.
- Maintains ongoing communication, collaboration, consultation and coordination with Sr. management team, program directors, staff and Board of Directors.
- Assures effective collaboration between Corporate Services staff and Department leaders to promote and improve delivery of services and management of the Agency
- Establishes and maintains dialogue with community business leaders, political entities, partner organizations and other stakeholders in order to effectively deliver services as well as advocate for community action related issues.
- Maintains ongoing dialogue with existing and potential funding sources, regulatory agencies, other community agencies to advance programs, engage in program development, effect possible change in regulation and enhance delivery of services.
BUSINESS OPERATIONS

- Provide oversight of the Agency’s operating budget and investments and assures compliance with required audits and fiscal reporting to funders and others.
- Develops, evaluates and maintains quality standards for core functions within the Agency.
- Ensures service delivery philosophies and integration of program services are in line with current practices within the human services field.
- Ensures Agency and program goals and corporate policies are sound.
- Provides oversight to endeavors and work groups that affect overall operations such as spearheading fundraising, task forces, Agency relations, PR, and other similar activities.
- Must safeguard sensitive confidential Agency and staff information.
JOB REQUIREMENTS:
- Must be skilled in making a positive professional impact with all partners through effective collaboration, handling of negotiations and representing the Agency in a positive light in the community, regardless of circumstances.
- Must be skilled in fiscal management, organizational development and strategic planning.
- Must have an in-depth awareness of the intricacies of program services, operations, and goals while empowering others execute outcomes and deliver quality services.
- Must have the ability to maintain and develop organizational strategies through effective utilization of acquired skills and provide leadership to promote the mission and vision of OCO.
- Must demonstrate high energy and passion for the mission of Community Action and the work of the Community Action network
- Must have thorough knowledge of the non-profit arena, including extensive knowledge of grants, contracts and state and federal regulations.
- Must possess excellent oral and written communication skills.
- Ability to maintain calmness in difficult situations, effectively work with difficult people, resolve conflict and be able to gain positive outcomes.
- Must be active in the community and demonstrate good community stewardship and develop relationships with stakeholders.
- Must bring diverse groups of people together and achieve desired outcomes; must demonstrate sensitivity to various backgrounds, communities and cultures.
- Must be able to effectively utilize technology to advance the organization’s mission and vision.
- Must exhibit professionalism, good judgment and must be flexible to work outside normal work hours to meet the needs of the position.
- Must be able to handle high stress, risk, and be able to effect and facilitate change.
- Must provide emergency back-up as required.
- Must possess a valid NYS Driver's License with a good driving record and have access to a reliable, properly insured vehicle for related travel.
MINIMUM QUALIFICATIONS:
- Master's Degree Human Services, Business Administration or related field; and more than 10 years’ directly related experience in an executive or advanced level of management with community relations experience; or
- Bachelor's degree in a related discipline with a minimum of 15 years of directly related experience in an executive or advanced level management position with community relations experience.
- Not-for-Profit and human services preferred.
- Other comparable combination of education and experience may be considered.
