Job Goal:

To manage Child Care Resources & Referral (CCR&R) sponsored training across all counties and provide quality referrals to parents looking for childcare and to provide training and technical assistance to child care providers in all counties served. Serves as CCR&R Training Specialist for three county regions. Helps share and promote new tools, policies and best practices in childcare and education related to SPARK and QRIS and professional development.

Essential Responsibilities:

  • Manage and Coordinate CCR&R Training
    • Manage and provide oversight to all training provided by CCR&R Quality Improvement Coaching Staff and consultants
    • Maintain and submit quarterly in-house training logs to CCR&R Program Manager (food handlers’ part 1’s RRCAN, etc.). Maintain spreadsheet tracker.
    • For in-house training ensuring the trainers:
      • Create their training courses the month before the quarter, in ORO, to confirm accuracy in the quarterly training report
      • Have the necessary documents prior to presenting training
      • Submit the required documents after each training course to remain filed on site for 3 years
      • Trainers close out classes within 3-5 business days
    • Ensures that a balance of Set 1,2 & 3 trainings are scheduled, promoted and marketed. Update spreadsheet tracker.
    • Ensure SEIU courses are offered two to three times a quarter in dual languages by staff (spreadsheet tracker)
    • Ensures a diverse offering of themes, language, and mediums (i.e. virtual trainings and in person) is provided and meets Oregon’s Core Knowledge Categories. Update spreadsheet tracker.
    • Collaborate in writing/rewriting/updating training as well as submitting training on behalf of our CCR&R Set 1,2 & 3 as needed.
    • Provide monthly training and technical assistance to childcare provides which meet childcare regulations through one-on-one or group sessions.
    • Develop the Quarterly CCR&R Provider Training Newsletter with training and updates using template
    • Assists in preparation of literature time for providers, PO, and how it meets the needs of the grant requirements/inclusion/ECB
    • Helps plan and execute trainings and conferences for Child Care providers
  • Lending Library:
    • Assist in maintaining and check in and out supplies as needed
  • Representing CCR&R at local community meetings as designated by supervisor.
  • Enroll providers and enter information into FCCO database:
    • As needed/check new providers/PIP approvals
  • Assists with the social media presence and web page updates:
    • Assist with publicity/media coverage regarding services to providers and parent referrals
  • Supervise Quality Improvement Coaches:
    • Supervising QIC staff in Find Child Care Oregon:
      • Updating the openings of providers quarterly. Ensure we are meeting grant required 80%
      • Calls/contact logs and supports
      • New providers complete in FCCO –three steps
      • Documenting check-ins, reporting to CCR&R Manager any updates and concerns
      • One-on-ones bimonthly or weekly as needed
      • Provide training or technical assistance to coaches/consultants as needed in or with ORO, ERCD, IRF, FCCO, ELSI, Spark, and Central Coordination
  • Parent/Provider Consulting
    • Provide information/assistance regarding childcare in the community to parents upon request
      • Maintain necessary record keeping of parent/provider calls by logging calls, entering requests in the database of FCCO.
      • Provide consumer education to parents regarding choosing/demanding quality child care (in FCCO and emailed with referrals)
    • Utilize Find Child Care Oregon (FCCO) to provide parents with childcare referrals upon request while still promoting 211 services: Child Care, parenting, housing, utilities, financial and more services.

General Staff Responsibilities:

  • Participate in staff meetings, management meetings, conferences, training sessions and workshops as assigned 
  • Demonstrate familiarity with employment policies, performance standards, work plan and objectives of Agency 
  • Maintain congenial and respectful relations with staff, children, families and community 
  • Keep current and accurate records and file reports on time 
  • Maintain confidentiality in regard to staff and family information 
  • Maintain objectives and professional standards 
  • Improve self‐skills and education 
  • Fulfill role as mandated reporter as stated in Child Abuse and Neglect Policy 
  • Be present at work in order to provide consistency of services 
  • Be a contributory team member in a positive/productive manner 
  • Demonstrate commitment to mission, values, and policies in the performance of daily duties 
  • And or any other duties deemed necessary by your supervisor 

Education Requirements:

  • AA/BA degree in Education, Early Childhood Education, Child Development or related field
  • Step 10 in ORO or ability to obtain within 12 months of hire
  • Master Trainer for ORO or ability to obtain within 12 months of hire

Experience and Skills Requirements:

  • Two years’ experience working in either Early Education (0-6 years) and/or in the childcare field
  • Two years’ experience coaching adults in the early learning field
  • One to two years’ experience supervising others
  • Knowledge of the different types of childcare licenses
  • Knowledge of early care & education required
  • Experience coaching adults preferred
  • Experience working with the public or client’s needs
  • Two years’ computer experience (MS Office Suite including Word, Excel, Google Docs, Teams)
  • Current Infant, Child & Adult CPR and First Aid card or obtain within two months of hire
  • Ability to keep accurate records such as data input and logs as assigned
  • Ability and desire to work effectively with childcare business owners, families and children from diverse backgrounds and cultures, demonstrating respect, patience, and cultural sensitivity.
  • Experience and/or provide evidence of successful adult training, both in-person and virtual.
  • Bilingual preferred but not required. (Spanish, Mam, Kʼicheʼ)

Physical Requirements:

The physical demands and work environment described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Observe, compare, and monitor behaviors, records and data to determine compliance with prescribed standards
  • Comprehend, analyze, and make inferences and references from written material
  • Produce written documentation with clearly organized thoughts using proper sentence construction, punctuation and grammar.
  • Perform physical inventory of equipment and/or supplies.
  • Sit for long periods of time with daily use of computer screen;
  • Do tasks involving repetitive arm and hand movements, such as heavy word processing/keyboarding, using various office tools to collate, punch, cut, or stamp paper and other repetitive or high‐volume tasks such as bulk mailings, filing projects, etc.;
  • Occasional filing is required. This would require the ability to lift files, open filing cabinets and bending as necessary;
  • Occasionally required to stand, walk and reach with hands and arms;
  • Occasionally lift and/or move up to 50 pounds

Work Environment/Conditions:

  • The work environment includes indoor office environments or comparable spaces and community spaces, with frequent exposure to outdoor weather when traveling to meetings and/or training. The noise level varies by sites and meetings.
  • Travel to locations in our 3-county region required as assigned
  • The work environment includes site visits to childcare providers’ homes or sites within our counties
  • Job tasks are performed in close physical proximity to other people
  • CCR&R (Child Care Resource and Referral) is a professional, relationship-based program that collaborates with early educators from diverse cultural and personal backgrounds.

Organizational Requirements:

  • Current enrollment in the Child Care Licensing Division’s Central Background Registry
  • Current physical examination, drug screen, and TB screen documentation prior to hire
  • Ability to drive a private or Agency vehicle; must possess a valid driver's license and personal automobile or provide a plan that will allow fulfillment of position requirements. A DMV Record check will be conducted prior to hire.
  • Desire to work with low‐income children and their families
  • Communicate effectively with staff, families, children, and the public using the telephone and in face‐to‐face, one‐to‐one, and in group settings
  • Fluent in English both verbally and written
