HDC owns and/or manages over 3,000 apartments, providing housing that is safe and affordable to those with lower incomes, focusing on seniors, families, and individuals living with disabilities. Under minimal supervision the Assistant Regional Manager is responsible for assisting the Regional Property Manager (RPM) in managing performance within assigned markets under property management. Responsibilities also include maintaining the needs of the organization and the daily operations of their identified community and ensuring that their community performs to operational goals on a monthly, quarterly, and annual basis, while reflecting HDC mission, meeting daily with residents, employees, and neighbors. Trains and mentors other community managers to meet goals and deadlines.
Essential Duties and Responsibilities:
- Works closely with the Regional Property Manager (RPM) to identify areas of underperformance or challenges requiring additional resources and oversight to deliver on Property management goals, objectives, and business strategies to maximize financial and operational performance.
- Assists RPM in creating plans to monitor operating results of core property management activities within assigned markets and on specific tasks on an ongoing basis until acceptable performance is satisfactorily maintained.
- Looks for and acts on opportunities to improve processes, efficiency, productivity, and effectiveness. Solicits ideas, suggestions, and works with RPM to develop plans for portfolio.
- Responsible for covering vacant roles until new hires are identified. Actively participates in new hires’ training.
- Ensures team members of assigned markets are held accountable for performance in accordance with their job descriptions, market, and company goals.
- Maintains ongoing management of identified Community while completing all previously noted tasks.
- Monitor, identify and with instruction correct any issues that are identified financially to correct on the community to improve financial performance with expenses and revenue.
- Supervise all on-site personnel to ensure employee engagement and accountability by tracking and holding accountable any vendor on site.
- Prepare vacant apartments for occupancy by communicating deadlines and expectation to maintenance and verify work is being completed timely.
- Maintain an inviting and professional leasing attitude and keeping a trauma informed approach when working with residents in affordable housing.
- Process and keep track of tenant applications and determine if applicants are income-eligible and program-eligible.
- Ensure accurate LITHC/HUD/RD/811 files at all times and make corrections as needed.
- Manage rent collections and efforts to ensure prompt rental payments and to meet quarterly goals.
- Coordinate and collaborate with the Resident Services Team to meet the needs of residents.
- Presence is needed for emergencies and to complete assignments.
- Ensure resident work order requests are resolved timely.
- Train and guide Community Managers within assigned region to ensure understanding of HDC MidAtlantic’s policies and procedures.
- Support Regional Managers with Corrective action plans at other communities as needed.
Performs other related duties as assigned to meet the needs of the company.
Education and Experience
•Position requires a high school diploma or equivalent, along with a valid driver’s license.
•Position prefers 5+ years of industry-related experience, with 3-5 years of demonstrated management experience or assisting in troubled properties and demonstrate success area at the troubled properties
•Position prefers experience with an affordable housing background.
•Successful completion of drug screening and criminal background check.
