Apogee Solutions, a Woman-Owned Small Business, is seeking multiple Senior Legislative Affairs Analysts to support the Office of the Deputy Assistant Secretary of Defense for Science and Technology at the Pentagon. Qualified candidates must have a DOD SECRET clearance.
The Senior Legislative Affairs Analysts are responsible for providing the Defense Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Office with legislative and congressional support throughout the annual Defense Authorization and Appropriations process. DASD S&T is a part of the Office of the Under Secretary of Defense for Research and Engineering (OUSD R&E) and is responsible for fostering innovation and providing unparalleled technical expertise and dominance for the DOD. OUSD R&E oversees science and technology research programs, manages laboratories and research institutions, and engages with industry and academia.
The Senior Legislative Affairs Analyst will:
- Research and evaluate proposed legislation to determine programmatic and operational impacts.
- Assist with developing impact statements and legislative proposals as well as preparing Congressional testimony and responses to questions for the record.
- Recommend implementation approaches to new legislative provisions and policy changes.
- Assist Government personnel in developing and coordinating appropriate responses to Government Accountability Office (GAO) reports and other statutory/regulatory requirements.
- Manage Congressional workflow through various tools such as Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), Office of Legal Counsel (OLC) websites, and CATMS.
- Establish and maintain a tracking system for proposed legislation, Congressional marks, GAO and Inspector General recommendations, and SBIR / STTR Policy Directive updates.
- Maintain up to date knowledge and analysis of SBIR / STTR policy, due diligence efforts, contracting best practices and general DOD guidance to provide analysis, recommendations, and to assist with creating and facilitating new and updates policies within the DOD SBIR community.
Required Experiences:
- Active DOD SECRET clearance
- Bachelor’s degree from an accredited academic institution in Political Science, Public Relations, Public Affairs, or other related field
- 5 years of professional experience interpreting legislative impact on federal agency policies and procedures, as well as impact on interagency relationships
- 3 years of experience in a Legislative Branch office supporting senior Congressional staff and officials with the authorization and appropriation process, including: POM preparation; analysis and assessment of Government-related policy issues; and creating various written products such as briefings, white papers, talking points, responses to Questions for the Record (QFRs), or Leadership testimony
Desired Experience:
- Experience supporting a Legislative Branch office supporting the authorization and appropriation process for the DOD legislative process as well as the House/Senate Appropriations Committees (HAC/SAC), the House/Senate Armed Services Committees (HASC/SASC), or a Small Business Committee
- Working knowledge with writing, analyzing, and interpreting National Security policy, as well as identifying and resolving policy-related issues
- Experience with identifying and tracking legislative changes and updates to the SBA SBIR / STTR Policy Directive and interpreting these changes and updates impact(s) to the DOD SBIR / STTR Programs’ operations and procedures
- Experience supporting a full range of complex congressional activities and communications on behalf of the Office of the Under Secretary of Defense for Research and Engineering
- Experience with coordination of information and responses with the Office of Secretary of Defense for Legislative Affairs (OSD LA) and the Office of the Under Secretary of Defense (Comptroller) Budget and Appropriations Affairs (BAA)
